Justice Campus Planning Community Discussion

Meeting Details: May 30th, 2019 5:30-7 PM Location: Helen McLeod Thomson 600 A St. Conference Room, Davis CA 95616 Purpose: Supervisor Saylor and Supervisor Provenza are hosting a community conversation on a proposal by county staff to repurpose the Yolo County Juvenile Detention Facility. It would require us to phase out housing of youth from the Office of Refugee Resettlement (ORR) and to house Yolo County youth offenders outside of Yolo County. Community members will have the opportunity to raise questions, concerns and ideas to Yolo County Supervisors, Chief Probation Officer Dan Fruchtenicht, and Sheriff Tom Lopez regarding Yolo County’s Juvenile Detention Facility. Background: Over the years Yolo County Juvenile Detention Facility has experienced a consistent year over year reduction in the number of youth held in our facility. This is not unique to Yolo County but is a trend occurring across the state as the criminal justice system moves towards greater restorative justice practices for juveniles. While this trend can be viewed as something to celebrate, with youth better rehabilitated and reintegrated into the community, several circumstances have arisen in the County that have necessitated a review of resources. The County jail is currently undergoing a large expansion which will require a relocated booking facility, temporary detention space during jail construction, and additional staffing to meet the increase in beds. With the low number of juveniles held in our 90 bed facility, at an annual operating cost of $10.2 million, it is difficult to justify the continued use of those resources for their current purpose. A recommendation is set to go before the Board of Supervisors to re-purpose the Yolo County Juvenile Detention Facility for the next few years, as the jail construction projects proceed, for adult detention needs. Once construction at the jail is complete, County Staff will continue reexamine the long term use of the juvenile detention facility.
