Creation of Yolo Emergency Medical Services Agency has Saved Lives

A few years ago Yolo County leaders faced a hard reality. A family in the City of Winters watched their loved one pass away in their living room while waiting for an ambulance. In response to this incident and other examples of slow ambulance response times and Yolo County residents facing health outcomes lower than the state standard, Yolo County created the Yolo County Emergency Medical Service Agency (YCEMSA). The creation of YCEMSA involved overcoming several major challenges and was the result of collaboration between Yolo County, our four cities, and other location agencies.

On January 10, 2017 the Board of Supervisors received the FY 2015-16 Annual Update on the Yolo County EMS Agency. I was delighted to learn that ambulance response times have vastly improved and are now meeting our standards. Of most significance, patient outcomes have improved. One critical factor, Out-of-Hospital cardiac arrest survival rates, are at 31%. This is higher than the national average of 21%, and higher than in past years: 17% in 2013 and 5-7% prior to 2013.
